Public Library Construction
Updates
The Town of Uxbridge's application for the Public Library Construction Program was approved! Uxbridge will begin the Planning and Design phase on the same timeline as other approved communities — this phase runs through December 2025.
Planning and Design grant funds may be used for schematic design, cost analysis of options, site investigation, and project management services. The library is waitlisted for construction funding and will be recommended for a construction grant as funding becomes available.
1/9/25: The Massachusetts Board of Library Commissioners APPROVED the Town of Uxbridge's application for the MPLCP and awarded $100,000 in Planning and Design grant funding to Uxbridge. Uxbridge is waitlisted for construction funding.
5/31/24: The Town of Uxbridge submitted its application for the 2023-2024 Grant Round of the Massachusetts Public Library Construction Program (MPLCP).
5/14/24: Article 16 passed at the 2024 Spring Annual Town Meeting with 143 residents in favor of the article, 15 opposed. Thank you to all who supported and advocated for the article's passage.
Based on the MBLC's projected timeline for waitlisted projects, we are anticipating a Town Meeting vote to approve construction funding no later than Spring 2028.
Overview
Over the past two years, the Board of Library Trustees and the Library Director have been preparing a grant application for the Massachusetts Public Library Construction Program (MPLCP). This state program makes library construction projects more affordable and attainable for communities throughout the Commonwealth. Exact funding varies by project, but the MPLCP typically funds 40% of eligible construction costs.
In preparation for the application, the Library conducted public forums, focus groups, and a survey to gather input from residents and library patrons about our services and the building. This feedback served as the foundation of the Library's updated strategic plan and the Building Program, two requirements for the Town's grant application.
One message has been clear from Uxbridge residents — the Library is more than a repository of books. It is a vital community center, a hub for connection, and a source of inspiration for lifelong learning. However, the Library’s ability to meet the evolving needs of our residents is limited by the building’s existing footprint and, most notably, its lack of accessibility.
A Vision for the Library
Our community wants the library to:
- Be fully accessible to residents regardless of age or ability
- Highlight the existing building's history and unique architectural style
- Provide flexible, multi-use spaces that can adapt as community needs change
- Provide convenient and accessible parking
- Offer a meeting space for library events and community groups, available outside of library hours
- Increase physical collection space for all ages, primarily for books
- Offer small private meeting/study rooms, quiet spaces, and collaborative creative spaces
- Provide a larger and more open children's space for play, programming, and socialization
- Offer spaces for patrons of all ages to spend extended time with comfortable seating and abundant natural light
- Improve existing HVAC, electrical, and technological infrastructure — notably, the Library's top floor is not climate-controlled
A future library project must prioritize: Accessibility for All, Functionality for 21st- Century Library Services, and Infrastructure Improvements
